The Residential Tenancies Act 1986 applies only to the relationship between a tenant and landlord. It doesn’t cover the relationship between neighbours. If you are the owner of the rental property, I suggest you seek independent legal advice from your local community law centre concerning your situation. If you are a tenant in the rental property, I suggest talking to your landlord about addressing the situation with the owner of the neighbouring property.
