Remote replacement costs

My tenant's car got stolen and she had both the garage remotes in the car so they got stolen too. She has now moved out now but she bought two remotes which she left in the house. Now she is asking us to reimburse the money, saying the landlord should replace the remotes. She said she got the information from tenency.govt.nz. Who should pay to replace the remotes in this situation?
