Replacing HRV filters

Question from alan updated on 26th December 2015:

My property has been rented for approximately three months and the HRV system requires its filters to be changed. Should the replacement of these filters be a tenant or landlord cost?

Our expert Alan Bruce responded:

Under the Residential Tenancies Act 1986, landlords have a requirement to provide and maintain the premises in a reasonable state of repair. Where a landlord provides a specialist heating or ventilation system in the rented premises they are responsible for the regular servicing and maintenance of this type of equipment.

To carry out necessary repairs or maintenance, the landlord may enter the premises at any time between 8am and 7pm, and is required to give the tenants not less than 24 hours’ notice of the intended entry, and the reason for it.
